For German IT companies the central question is: your own Türkiye team, genuine project substance, client and IP structure, plus a clean German CFC and double taxation treaty review.
What does “100% exemption” really mean?
In practice the wording does not mean that a company pays no tax at all. What is relieved are certain profits from approved activities inside the technology development zone. Other revenue, ancillary services or activities that were not approved can remain fully taxable.
That is why the project has to be described in advance so that it fits the technopark regime technically, commercially and organisationally.
- The project application and its approval are the starting point.
- Activity, staff and documentation have to match the zone.
- The relief and the VAT and payroll advantages have to be assessed separately.
Which companies is this interesting for?
The model is particularly relevant for software development, AI, data analytics, cybersecurity, product development, embedded systems, design and qualified R&D. Pure sales, support or agency services are often not enough if there is no clear development component.
For German companies with international clients, a technopark setup can also be combined with service export and nearshoring. The Turkish entity then becomes not just a cost centre but a genuine delivery location.
The biggest pitfalls
The most common mistake is an application driven too heavily by tax. Technoparks review project substance, team and progress. Anyone who cannot supply a robust development plan, defined roles or reporting risks rejection or later corrections.
From the German perspective further points come into play: transfer pricing, permanent establishments, place of management, CFC rules and the question of who is economically entitled to the IP and the client income.
A technopark works best when the project makes sense as a genuine technology location even without the tax advantage.
Implementation plan
Before applying, a company should bring together the technical project, the roles, the revenue logic and the German tax review. Only then is it decided whether a technopark, service export or an ordinary Ltd. Şti. is the better route.
